Do people in bankruptcy get to use normal banks?

Yes and no. They can use very basic services from regular or normal banks. Individuals who have filed for bankruptcy are likely eligible only for a bank’s lowest level of checking account. The account will allow access to online banking and whatnot but will not come with the same debit card privileges as the more advanced accounts.
